Angus Walker
Angus Walker specialises in acting for clients who wish to promote or oppose applications for development consent orders (DCOs) for nationally significant infrastructure projects under the Planning Act 2008, with a leading practice in this field. He has been working almost exclusively in this area since it came into being in 2008, although he also advises on hybrid bills, transport and works act orders, harbours act orders and other special consents.
Since 2009 he has maintained a blog on the Planning Act 2008 regime that now has over 800 entries and over 1000 subscribers, and has set out the evolution of the infrastructure planning regime since its inception. As a result Angus is regarded as a thought leader in this area.

Katy Klingopulos
Katy is a legal director in the firm’s commercial real estate team and specialises in mixed use and residential development, working with SME and large-scale developers on sites across the country but with a particular focus on the East of England, London and the South East. She has a particular interest in the contribution that development can make to providing sustainable housing and addressing the housing shortfall and contributes regularly to both national and local publications on these subjects.
Katy also advises clients on investment sales and purchases, leases and property finance, and works closely with the firm’s corporate and infrastructure teams, drawing on her varied experience to support major projects and commercial transactions with her property expertise.
Katy has been recognised by The Legal 500 as a recommended lawyer and rising star for Cambridge real estate. She is a member of The Association of Women in Property, a national organisation seeking to encourage gender diversity in property-related professions and was instrumental in launching the Cambridge satellite of the organisation. She is also Chairman of the Women in Property Cambridge events committee.

Sinead Morrissey
Sinead has a keen interest in infrastructure planning and has experience of working on over ten development consent orders (DCOs) under the Planning Act 2008 and transport and works act orders (TWAOs) under the Transport and Works Act 1992. In addition to working on the application and examination phases of major infrastructure projects, she has been involved in the implementation of powers, for example through the use of general vesting declaration.
Sinead also has experience of advising on public law issues, having advised regulatory and audit bodies and a leading membership organisation for parent teacher associations.

Emma Dark
Emma specialises in all aspects of town and country planning law, advising a wide range of clients from both the public and private sectors.
She has extensive experience advising on planning agreements, inquiries and appeals, enforcement issues, permitted development rights, certificates of lawfulness and corporate transactions acting for developers, private individuals and public bodies. Emma also advises on major development authorisations under the Planning Act 2008 and Transport and Works Act 1992.
