Social housing provision: Reconciling social need and commercial risks

Recent research published by housing charity Shelter suggests that 40% of homes granted planning permission between 2011 and 2019 in England have not been built. The housing shortage may therefore be less to do with the planning system but rather a result of private developers ‘land banking’ sites.
