At the recent Labour Party conference, Sir Keir Starmer set out Labour’s ambitions to construct 1.5 million new homes on existing low-quality green belt (or ‘grey belt’) land, as well as their intention to ensure that ‘roads, tunnels, and power stations’ are ‘built quicker and cheaper.’

Writing for New Civil Engineer, partner and parliamentary agent Mustafa Latif-Aramesh reviews these propositions, drawing on his extensive knowledge of infrastructure planning legislation and the history of delayed delivery, to provide an exclusive insight.

Mustafa Latif Aramesh states:

‘Infrastructure delivery has started to falter since 2020. The time taken to obtain a development consent order (DCO) has increased by almost 60%; the number of refusals or withdrawals at the first hurdle in the last 3 years is identical to the preceding decade; the number of judicial reviews of granted DCOs has increased fourfold. But how could a Labour or indeed any government practically deliver on these ambitions?’
