UK policy shift: Local communities vs renewable energy?

The government has changed course. A sentence which often instils elation or dread depending on the policy in question. In this instance, (with unlucky timing on the eve of the COVID-19 outbreak), the government has launched a consultation on changing its approach to renewable energy.
