What action can be taken if there are issues with a flat bought from a developer a few years ago?

A reader of the Sunday Times recently noticed that the cupboards above their hob have started to melt as they had been placed above the hob at a distance of 500mm, even though the clearance space should be 750mm. With the disappearance of their builder, the reader asks what can be done in this circumstance.
