What can I do about noisy neighbours in the flat above?

A reader of The Sunday Times is becoming increasingly concerned about their noisy neighbours in the flat above. Prior to the purchase of their flat they asked the previous owner about noise from above and were told, in writing, that the couple could only be heard occasionally. However, due to their neighbours working from home because of COVID-19 and the lack of sound-deadening material / insulation beneath the floors, they are finding the noise unbearable and want to know what can be done.
